On October 16, 1973, Luis Enrique PEREZ BALBONTIN, 22 years old, disabled, a newspaper vendor, died.
On the 15th, he was detained in the presence of witnesses at his workplace by Carabineros personnel who were conducting inquiries to arrest individuals appearing on a list; he was then taken to the San Rafael police station.
The following day, October 16, his body was found on a plot of land located in the town of Nos. The autopsy report establishes the cause of death as a gunshot wound, and the date of death as October 16.
The Commission formed the conviction that the victim was executed by State agents, in violation of his human rights, taking into account that his detention was verified, as well as his transfer to the San Rafael police station, and that his death occurred while he was deprived of his liberty.
