Luis Eloy Catalán Lizana died that day at 18:00 hours, in the Población Yarur Sur, due to a complicated thoracic gunshot wound, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to statements provided by family members, around 16:00 hours that day, a military operation was carried out in the Población Yarur Sur, in the commune of Santiago. The uniformed personnel forced people out into the plaza, taking some residents away as detainees. They were searching for union leaders, who were being called out by name.
At the precise moment that Luis Catalán stepped out to the door of his apartment to see what was happening, he was seized by a soldier, who slammed him against a wall and shot him in the back. His body remained in the building's hallway, and it was not until the following morning that the family was able to bring him into their home.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Luis Eloy Catalán Lizana was executed by State agents outside of any legal process, a situation constituting a human rights violation.
