Luis Arturo Barra Umaña died that day at 23:40 hours, in Pirihueico, due to abdominal gunshot wounds complicated by multiple visceral ruptures, as certified by his Death Certificate.
According to statements from his family members, Luis Barra, who served at the Carabineros station in Pirihueico, had requested a transfer to Valdivia, reporting irregularities within his police unit.
Upon receiving approval for his request, he had an argument with the lieutenant in charge of the police facility, who fired a burst from a submachine gun at him, causing his immediate death.
Considering the evidence gathered, the Superior Council reached the conviction that the death of Luis Alberto Barra Umaña was the result of an abuse of power committed by a State agent, who acted outside the scope of his duties for personal motives and without being duly sanctioned. For this reason, he was declared a victim of human rights violations.
