On October 29 and 30, 1984, a National Strike took place. Nine people were killed on that occasion:
Luis Armando RUBIO GARRIDO, 20 years old, a private employee, died from a gunshot wound to the head.
On the afternoon of October 30, anti-government demonstrations were held on Avenida Grecia (Santiago). Shots were fired at demonstrators from a private vehicle at various points along said avenue. Luis Armando Rubio was wounded at the corner of Calle Msolongni and Grecia.
Multiple testimonies report that the fatal shot was fired "from a moving Chevrolet Opala Diplomata car, in which two individuals were traveling." Given that the conduct displayed clearly appears intended to intimidate or to cause injury or death among demonstrators, this Commission is convinced that it was perpetrated for political motives by private individuals who, in this way, violated the right to life of Luis Armando Rubio.
