Víctor Manuel Castillo Barrueto died that day at 21:00 hours, on a public thoroughfare, due to gunshot wounds to the cranium and encephalon, and multiple gunshot wounds to the thorax and abdomen with projectile exit, as recorded in the Medical Death Certificate from the Legal Medical Institute.

Luis Antonio Sáez Sáez died that day at 21:00 hours, on a public thoroughfare, due to gunshot wounds to the cranium and encephalon, and to the thorax and abdomen, as recorded in the Medical Death Certificate from the Legal Medical Institute.

According to the statements of an eyewitness, both men were detained by Carabineros officers at noon on September 19, while they were talking on a street near their homes in the Las Casas neighborhood of the former Barrancas commune. Days later, their bodies were identified by their relatives at the Legal Medical Institute.

Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Víctor Manuel Castillo Barrueto and Luis Antonio Sáez Sáez were executed by State agents, outside of any legal process and while they were in custody, which constitutes a violation of human rights.
