On September 17, 1973, Luis Alfredo ALMONACID ARELLANO, 42 years old, a teacher and union leader, former candidate for Councilman, and member of the Partido Comunista, was killed. Evidence and testimonies collected by this Commission indicate that the victim was arrested at his home in the city of Rancagua by Carabineros officers on September 16, 1973.

While being moved from his residence to the police van, he was machine-gunned by his captors. Carabineros transported the victim to the Hospital de Rancagua, where he died the following day due to gunshot wounds.

In view of the evidence presented, the Commission reached the conviction that Luis Almonacid was executed by State agents outside of any legal process, and this represents a violation of the victim's human rights.
