On September 15, 1973, the following individuals were executed by soldiers from the Antofagasta Regiment on the road between that city and the Cerro Moreno Air Base:

Nenad TEODOROVIC SERTIC, 24 years old, Austrian, student at the Universidad del Norte, militant of the Revolutionary Left Movement (MIR);

Elizabeth del Carmen CABRERA BALARRIZ, 23 years old, spouse of the former, Social Worker, Head of the Welfare Department at the same university, militant of the Revolutionary Left Movement (MIR); and

Luis MUÑOZ BRAVO, 28 years old, student at the Universidad del Norte, militant of the Revolutionary Left Movement (MIR).

The three aforementioned individuals were detained between September 14 and 15. According to the official statement, the victims were killed by military personnel while being transported from Antofagasta to the Cerro Moreno Base: "the incident occurred at 8:30 p.m. while they were being transported in a vehicle that suffered an electrical failure.

The vehicle stopped, which was taken advantage of by the detainees to flee into the darkness," an event that prompted their executions.

Notwithstanding the official version, the Commission formed the conviction that the deaths of the three affected individuals were the result of an execution outside of all legality, for which State agents were responsible, in violation of their human rights, based on the following considerations:

– It is not probable that the three detainees, who it is to be assumed were being transported unarmed and under heavy guard, would attempt to flee from their captors; – In the event that an escape attempt had occurred, it is not plausible that the only way to recapture three unarmed fugitives would have been to kill them; – The common occurrence throughout the country of situations such as the one described, in which the circumstances of vehicle failure, escape attempts in the night, and the death of all fugitives are repeated, leads to the conclusion that these are fabricated explanations for extrajudicial executions.
