Luis Alberto Barrera Riquelme, a 44-year-old footwear artisan and member of the Partido Socialista, was arrested at his home in Chillán on September 18, 1973. On September 18, they were detained from their home in the Trabajadores al Poder camp:
-Juan Guillermo FUENTES RAVANAL, 24 years old, laborer and militant of the Movimiento de Izquierda Revolucionaria (MIR).
-Luis Alberto BARRERA RIQUELME, 45 years old, shoemaker and militant of the Partido Socialista.
-Miguel Enrique MALDONADO BAO, 22 years old, laborer and militant of the Partido Socialista.
According to credible and consistent testimonies, the three aforementioned individuals were detained and transported by military personnel to the Regiment, and from that facility to the Quilmo sector, where they were executed on military grounds. Subsequently, their families found the bodies at the local morgue.
Juan Fuentes' death certificate states: "transfixing thoracic ballistic perforation, action by uniformed contingent." The date: September 18, 19:30 hours.
Miguel Maldonado's death certificate states: "Abdominal-thoracic ballistic perforation, action by uniformed contingent." The date: September 18 at 19:30 hours.
Luis Barrera's death certificate states: "Intracranial ballistic perforation, action by uniformed contingent." With the same date of death as the others.
The Commission has reviewed consistent evidence provided by witnesses and documents that certify the action of state agents, reaching the conviction that these individuals were victims of an execution by State agents in an act of violation of their human rights.
