On January 18, 1981, Leandro Abraham ARRATIA REYES, 36, a photographer and member of the PC, died. He had returned to Chile legally in October 1980.

It was officially reported that in the early hours of that day, while CNI agents were attempting to arrest Leandro ARRATIA, he resisted, barricading himself in a house located at Calle Ricardo Santa Cruz No. 651 in the commune of Santiago, at which point the security officials were forced to use their service weapons, resulting in the victim being shot dead.

According to statements from the victim's family received by the Commission, his home in the commune of Conchalí had been raided by security forces in the early hours of January 14, 1981. They demanded that he cooperate with them, identifying old acquaintances and asking him to inform on their activities.

According to those same statements, on January 16, while he was waiting for public transport, he was approached by an individual. Subsequently, there was no news of him until the official statement.

In the judicial investigation that took place, one of the CNI officials involved in the operation in which the victim died stated that he had been tasked with investigating this person's activities. Furthermore, the autopsy report notes that some of the gunshot wounds recorded on the body were fired from behind, which does not correspond with the official version of events.

The Commission, considering the aforementioned accounts, the victim's political affiliation, the raid and surveillance to which he had been subjected, and other evidence gathered, has reached the conviction that Leandro Arratia was executed by CNI agents, in violation of his human rights.
