Mercenorio Urra Lagos died that day at 22:00 hours, at Calle Nueva de Valdés 984, due to two thoracic gunshot wounds with projectile exit, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to information provided by his family, on the day of the events, military personnel belonging to the 2nd Battalion of the Army arrived at the home of Mercenorio Urra, located in the vicinity of the military facility, at a time when a fight was taking place between neighbors in the sector.
Urra was struck by a shot fired by one of the uniformed officers, and his body was taken to the Legal Medical Institute, from where it was retrieved by his relatives.
Considering the evidence gathered in the investigation conducted by this Corporation, the Superior Council declared Mercenorio Urra Lagos a victim of human rights violations by State agents who made disproportionate use of force.
