Case summary
Julio Segundo Sepúlveda Fuentes was a 35-year-old trade union leader and member of MAPU who died in June 1976 due to the aftereffects of the torture he suffered following his arrest in 1973. During his time in various detention centers, he received a brutal blow to the head that led to a fatal brain tumor, depriving him of adequate medical attention until shortly before his death. The Commission determined that his death was a direct consequence of the violence exerted during his political imprisonment.

Julio Segundo Sepúlveda Fuentes, 35 years old, passed away on June 15, 1976, inside the Barros Luco Hospital in the Metropolitan Region, as a result of a glioblastoma multiforme. He was a militant of the MAPU and a union leader.
The victim was arrested on September 19, 1973, at the El Aromo estate, where he resided, taken to the Carabineros station in Malloco, and subsequently to the Estadio Nacional, where he remained for approximately one and a half months.
Later, he was transferred to the Chacabuco camp, where he remained for about ten months. In all the aforementioned locations, the victim endured cruel torture, including a brutal blow to the head that caused a severe traumatic brain injury.
In September 1974, when the victim's state of health had severely deteriorated, he was admitted to the Penitenciaría, where he spent most of his time in the infirmary without receiving adequate treatment.
In December 1975, after multiple efforts to have the Prosecutor's Office authorize his hospitalization outside the Penitenciaría, Julio Sepúlveda was transferred to the Barros Luco Hospital. Finally, on January 14, 1976, he was granted provisional release, which became effective one month later.
Nevertheless, he had to remain hospitalized until the day of his death. The evidence gathered by the Commission led to the conviction that the death of Julio Segundo Sepúlveda Fuentes was related to the political imprisonment of which he was a victim.
