On July 27, 1984, Julio Alberto ALLENDE OVALLE, 24 years old, a Second Lieutenant of the Carabineros of Chile, was killed.
Second Lieutenant Allende, who was commanding an operational section composed of personnel from the 26th Precinct of Pudahuel, headed out on the night of the indicated day to clear the intersection of Calle Mapocho and Huelén of obstacles placed by protesters.
Upon arriving at the scene, he was attacked with firearms by individuals barricaded behind a wall, as a result of which he received a gunshot wound to the skull that caused his death moments later at the institutional hospital.
The autopsy report performed on the victim concluded that the cause of death was craniocerebral trauma caused by a bullet, with an exit wound.
The incident occurred while a day of protest or communal strike was taking place in Pudahuel.
The Commission has formed the conviction that Carabineros Second Lieutenant Julio Allende was killed by private individuals who acted under a political pretext and violated his human rights.
