A National Strike took place on October 29 and October 30, 1984. Nine people were killed on that occasion:
Juan Segundo PINO ELIZONDO, 48 years old, a construction worker, and Hugo Abraham RODRIGUEZ MENA, 8 years old, a primary school student, died in the same incident, electrocuted.
On the afternoon of October 30, the minor Hugo Abraham Rodríguez tripped in the street over cables connected to the public high-voltage power grid. At that moment, Juan Pino Elizondo attempted to assist him and received an electric shock that left him in agony, subsequently causing his death.
The Commission received consistent testimonies stating that the cables were placed "so that the Carabineros bus would get tangled in them." The tactic of placing high-voltage cables to impede the transit of police vehicles during days of protest, by its very nature, does not allow for discrimination regarding who will suffer the consequences.
Therefore, this Commission holds the moral conviction that Juan Pino and Hugo Rodríguez were victims of a terrorist act that violated their human rights.
