In the early hours of August 12, he left for work, unaware that the curfew was still in effect. He was shot to death by uniformed personnel at the corner of Calle Colón and Padre Hurtado.
In consideration of the evidence presented, this Commission is convinced that Juan Nemías Azema was killed by State agents who, through the excessive use of force, violated his human rights.
