In the Población La Legua, on September 11, 1973, various clashes occurred between police personnel and residents, as a result of which the following Carabineros were killed:

-Juan Leopoldo HERRERA URRUTIA, 24 years old, Carabinero;

-José Artidoro APABLAZA BREVIS, 30 years old, Carabinero;

-José MALDONADO INOSTROZA, 25 years old, Carabinero; and

-José Humberto WETLIN WETLIN, 46 years old, Suboficial Practicante (Practitioner Non-Commissioned Officer).

Carabineros Juan Herrera, José Apablaza, and José Maldonado, all assigned to the Santiago Norte Prefecture, arrived in an institutional bus along with other personnel on September 11, 1973, at the Población La Legua, in order to control skirmishes that were taking place between residents and police personnel.

Inside the neighborhood, said personnel were victims of gunfire from supporters of the deposed government. At that moment, the exchange of fire was intense. The Carabineros died while being rushed to the institutional hospital.

For his part, Suboficial Practicante Wettling arrived at the scene in an institutional ambulance in order to assist personnel wounded inside the Población La Legua who were being transported in an ambulance. While he was performing this duty, he was struck by gunfire, dying instantly.

Considering the evidence gathered, the Commission concluded that the Carabineros died as a result of gunshot wounds while participating in an operation in the Población La Legua; and that in said neighborhood, clashes occurred between police personnel and supporters of the deposed government.

In view of the above, the Commission has reached the conviction that Carabineros Juan Herrera, José Apablaza, José Wettling, and José Maldonado died on September 11, 1973, as victims of the situation of political violence.

In none of the described cases could the perpetrators of the gunfire be identified.
