a.2.2) Cases in which actions were taken for other motivations or without a clear political motivation

Execution of persons with criminal records

On January 13, Manuel Segundo SALGADO MORALES, occupation unknown, was killed.

On January 14, Leoncio del Carmen SARMIENTO CANTILLANA, a laborer, was killed.

On January 17, Luis Enrique CORTES PINTO, a market porter, was killed.

On January 20, David Alejandro LEON FARIAS, a laborer, and Emilio MORALES LOBOS, a porter at the San Miguel market, were killed.

On March 21, Ernesto Ramón and Juan Francisco MONDACA VEGA, a laborer and a merchant respectively, were killed.

All these individuals, who died within a short period of time, had in common that they had no known political affiliation, had entries in their criminal records, and resided in the southern sector of Santiago.

These circumstances, in addition to the fact that in some of the arrests, according to witness accounts, personnel from the Fuerza Aérea acted, and that most of the deaths were caused by similar types of gunfire and occurred in nearby sectors, have allowed this Commission to reach the conviction that they were all executed outside of any legal process, and in violation of their human rights, by a type of group formed by state agents that was organized at the time in the southern sector of Santiago to eliminate habitual criminals or former criminals.
