Case summary
José Tulio Barraza Guerra, a 25-year-old miner and militant of the MIR, died on December 22, 1974, while being held in detention by the Carabineros at the Tenencia de Pueblo Hundido. Although the official version alleged suicide, his body showed multiple signs of torture, leading to the conclusion that his death was a direct consequence of the violence inflicted by State agents.

José Tulio Barraza Guerra died that day at 20:40 hours, inside the cell of the Carabineros station in Pueblo Hundido, due to asphyxia by hanging, according to the Death Certificate.
According to statements from family members, around 13:00 hours that day, José Barraza was detained by Carabineros officers from Pueblo Hundido and taken to the local station, where his arrest was repeatedly denied.
Three days later, the detention was acknowledged when it was reported that he had committed suicide in the cell by hanging himself with his shirt, and that his body was at the local morgue. When his remains were identified, his relatives observed the presence of hematomas on his chest, back, and face.
Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that José Tulio Barraza Guerra made the decision to take his own life as a consequence of the violence to which he was subjected during his detention by State agents. Consequently, it declared him a victim of human rights violations.
