The Fourth National Day of Protest took place on August 11 and August 12, 1983. Within that framework, twenty-five deaths occurred. Three took place in the regions and the remainder in the capital.

On this occasion, according to official information, 18,000 soldiers took charge of public order throughout the capital, alongside Carabineros and Investigaciones. There was a curfew starting at 18:30 on the 11th.

The testimonies received generally account for the conduct of the military, who made frequent use of firearms. Military personnel often exceeded the use of force, confronting disturbances exclusively with firearms and without the benefit of police experience in controlling public order. This excess was reflected in the number of victims.

José Sergio OSORIO VERA, 27 years old, a merchant and retired Ejército non-commissioned officer, was executed on the night of August 11, 1983, by military personnel who had been guarding Villa La Reina (Santiago) since the previous day.

The victim decided to ask the soldiers to stop the noise of the pots and pans being banged by the neighbors. Upon calling to one of the soldiers, the soldier ordered him to leave the house and forced him to raise his hands.

Other uniformed personnel approached and made him walk. At that moment, an Ejército Corporal approached and shot him in the back. He was transported by the same military personnel to the Institutional Hospital, where he arrived dead.

The testimonies and known background information lead this Commission to the conviction that State agents killed José Sergio Osorio, gravely violating his human rights.
