José Otto Altamirano Navarro died that day at 11:30 hours, on a public thoroughfare, due to a skull fracture caused by a bullet, as certified by his Death Certificate.
According to statements from his family members, José Altamirano left his home driving his taxi on January 9, 1975, and the following day, his body was found inside a well located in the Trapén sector of Panitao along the road to Pargua, at kilometer 15 of the Carretera Longitudinal Sur.
The day after that, his vehicle was found abandoned with the doors open on the road to the Tepual airport. The family ruled out robbery as the motive for the homicide, as they verified that none of his belongings had been stolen.
From the records of the judicial investigation initiated into his death, it is established that José Altamirano's body presented four gunshot wounds and hematomas on the head; it is also noted in a report by the Investigaciones police that the number identifying the vehicle as a taxi had been tampered with.
According to a witness who happened to pass by the area where José Altamirano's vehicle was found, before the vehicle was identified as his property, they saw several people dressed in civilian clothes inspecting it, one of whom they recognized as an officer of the Carabineros.
A confidential testimony received by this Corporation accounts for the participation of State agents in these events.
Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that José Otto Altamirano Navarro was executed by State agents outside of any legal process. For this reason, it declared him a victim of human rights violations.
