PEREZ GALLARDO, NOLBERTO: 35 years old, married, worker, victim of political execution on September 19, 1973 in Santiago.

VERDUGO BUSTOS, OSCAR RENE: 33 years old, single, salesperson, victim of political execution on September 19, 1973 in Santiago.

Luis Alberto Aravena Alvarez died that day at 1:20 a.m. in Quilicura from multiple gunshot wounds, as recorded in the Medical Death Certificate from the Legal Medical Institute.

José Luis Meléndez Ramírez died that day at 10:00 p.m. from two gunshot wounds to the cranium, as recorded in the Medical Death Certificate from the Legal Medical Institute.

Nolberto Pérez Gallardo died that day at 2:00 a.m. in Quilicura from a gunshot wound to the cranium, as recorded in the Medical Death Certificate from the Legal Medical Institute.

Oscar René Verdugo Bustos died on the aforementioned day at 1:30 a.m. from multiple gunshot wounds, as recorded in the Medical Death Certificate from the Legal Medical Institute.

According to several consistent testimonies, the first three were detained on the night of September 18 at the home of José Meléndez, located in the Conchalí commune—which currently belongs to the Independencia commune—by Carabineros officers, who entered the room of the house that the latter was renting.

Oscar Verdugo was detained by Carabineros moments before the others, in the presence of family members, at his own home located in the same sector.

Their bodies were subsequently found by their families at the Legal Medical Institute.

Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Luis Alberto Aravena Alvarez, José Luis Meléndez Ramírez, Nolberto Pérez Gallardo, and Oscar René Verdugo Bustos were executed by State agents outside of any legal process while in detention, and declared them victims of human rights violations.
