José Luciano Romero Mena died that day at 17:30 hours, at the Hospital de Los Angeles, due to brain destruction caused by a cranial gunshot wound, as recorded in the Medical Death Certificate from the Legal Medical Institute.
José Romero, who suffered from an aggressive psychosis according to the same Medical Death Certificate, was receiving psychiatric care in Los Angeles. According to his family members, who were witnesses to the event, on the day of the incident, while he was at his home located in the Rarinco Natre sector, near the city of Los Angeles, he suffered a crisis and his mother went to the hospital to request help to have him admitted.
An ambulance arrived at the home with two assistants and some carabineros. José Romero resisted being taken to the medical center and attempted to grab an axe, at which point one of the carabineros shot him in the head.
Considering the evidence gathered in the investigation conducted by this Corporation, the Superior Council declared José Luciano Romero Mena a victim of human rights violations by a State agent who made disproportionate use of force.
