José Hernando Ramírez Burgos died that day at 5:20 hours, at the Hospital José Joaquín Aguirre, due to thoracic-abdominal and extremity trauma caused by an explosive device, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to witness statements, on the morning of May 14, 1985, while José Ramírez was with his spouse attending to paperwork at the Civil Registry office of the Conchalí Municipality, a bomb placed inside the premises exploded.
As a result of the explosion, both were gravely wounded and were transported to a medical center, where José Ramírez passed away.
Furthermore, the explosion caused the death of Jessica Tobar Martínez, who was declared a victim of human rights violations by the National Commission for Truth and Reconciliation.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council declared José Hernando Ramírez Burgos a victim of human rights violations.
