Between October 3 and 8, five people were detained in the communes of Pudahuel and Quinta Normal, all of whom were taken to the Casa de la Cultura de Pudahuel (Barrancas). These detentions occurred as a result of raids carried out in various neighborhoods of the aforementioned communes by military personnel stationed at that facility.
According to their death certificates, the five detainees were found dead on public roads between October 4 and October 9, 1973, and in all cases, the cause of death was "multiple gunshot wounds, thoraco-abdominal and cervico-cranial."
The victims were
Rafael Antonio MADRID GALVEZ, 23 years old, university student, Socialist Party militant, and leader at the Universidad Técnica del Estado (UTE).
He was detained by a military patrol at the home of some relatives in the commune of Quinta Normal, along with a friend. Subsequently, both were taken to the 12th Carabineros Precinct and then to the Casa de la Cultura de Pudahuel (Barrancas), where they were interrogated.
In the early hours of October 4, they were transported to the highway in the area of the Lo Prado tunnel. Testimonies received indicate that they were forced to run at this location in order to simulate an escape, and they were fired upon, leaving both wounded. Carabineros personnel who arrived at the scene found that only Rafael Madrid was dead; the other was severely wounded and was transported to Posta 3.
Exequiel Segundo CONTRERAS CARRASCO, 22 years old, health technician, Socialist Party militant, member of the President's Security Detail (GAP).
He was detained by a military patrol during a selective raid carried out on October 4 in the Pudahuel neighborhood and taken to the Casa de la Cultura along with four other people.
His lifeless body was found on the morning of October 5 on the highway in the San Pablo sector on the way to the airport. His presidential guard identification card for President Allende was found on his body.
Carlos Leonardo IBARRA ECHEVERRIA, 21 years old, university student of Pedagogy, Socialist Party militant, and student leader at the Pedagógico.
He was detained by military personnel on October 5 at his home during a raid in the Manuel Larraín neighborhood of the Pudahuel commune. He was also taken to the Casa de la Cultura de Pudahuel.
According to his death certificate, his death occurred on October 8, 1973, in Pudahuel, Santiago, at 11:00 PM. On October 9, 1973, when his relatives went to inquire about him at the Casa de la Cultura, they were informed that he had been transferred to the Estadio Nacional, despite the fact that his execution had taken place the previous day.
José Elías QUEZADA NUÑEZ, 28 years old, laborer, Socialist Party militant, member of the Supply and Price Board (JAP) in his neighborhood.
He was detained by military personnel on October 8, 1973, in the Manuel Larraín neighborhood and taken to the Casa de la Cultura de Pudahuel.
According to his death certificate, his death occurred on October 9 on a public road at 7:30 AM.
On that same day, the 9th, when his relatives inquired at the Casa de la Cultura, they were told, as in the previous case, that he had been transferred to the Estadio Nacional, despite the fact that he had already been executed.
Alberto Toribio SOTO VALDES, 20 years old, militant of the Movement of the Revolutionary Left (MIR).
He was detained by military personnel on October 8, 1973, in the Manuel Larraín neighborhood, along with José Quezada, and both were taken to the Casa de la Cultura de Pudahuel.
As in the previous case, according to his death certificate, his death occurred on October 9 on a public road at 7:30 AM.
That same day at the Casa de la Cultura, his relatives were informed that he had been transferred to the Estadio Nacional, even though he was already dead.
Considering the multiple credible testimonies received and, in particular, that the detention and death of the victims are proven; that the circumstances and causes make it reasonable to conclude the action of state agents; that the victims were political militants and social or student leaders; the existence of similar episodes involving the same apprehending agents; and the contradictory versions provided by military personnel to the relatives when they inquired about the fate of the victims, this Commission has reached the conviction that Rafael Antonio Madrid, Exequiel Segundo Contreras, Carlos Leonardo Ibarra, José Quezada Nuñez, and Alberto Soto Valdés were executed and were victims of grave human rights violations attributable to the action of State agents.
