Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that the disappearance of José Claudio Beltrán Curiche is the responsibility of the State agents who held him in detention, and declared him a victim of human rights violations.

Little has been written about the Mapuche citizens who were victims of the Chilean military dictatorship. In addition to the thousands of tortured individuals documented in the work of the Valech Commission, there are a hundred Mapuche citizens who were forcibly disappeared or victims of political executions.
The majority were peasant organizers, traditional leaders, and young professionals who—beyond the country's sociopolitical situation—were following the historical path of struggle of their grandparents.
A little-known fact: the majority were not active adherents or militants of the Unidad Popular process. The dictatorship of Augusto Pinochet , which institutionalized terror in Chile , was especially harsh with the Mapuche people and their social fighters.
As emphasized by the anthropologist and academic from the Universidad Austral de Valdivia, Roberto Urra , in an essential study on the subject, “in addition to the general political motives applied to the rest of the population, in the repression that affected the Mapuche in south-central Chile, there were motivations that are not explained solely by participation in the Unidad Popular process.” In Urra’s view, the conflictive characteristics of the relationship between the Mapuche and sectors of power in Chilean society gave rise to representations that turned the Mapuche—in the eyes of the Military Junta and the dominant sectors—into “a threat to agrarian property and urban development”; and “a sector highly prone to being deceived by leftist politicians and extremists.” The consequences of these representations, laden with racism, would be felt in all aspects of the lives of the families and communities affected by State terrorism.
