On August 13, 1974, Héctor Victoriano GARCIA GARCIA and Jorge Rubén LAMICH VIDAL, a doctor and a laborer respectively, were killed. They were detained that same day in Buin, where they lived, by a group of civilians and military personnel.
Lamich was detained at his home in the early morning, and García was detained in the morning hours at the Hospital de Buin, where he worked as a doctor. They were accused of attempting to poison the city's water and bread.
They were taken to the Regimiento Chena in San Bernardo, where, according to testimonies, they were beaten and subjected to electric shocks. Subsequently, they were executed in the presence of the troops.
The Government informed the Inter-American Commission on Human Rights that Lamich had been killed, along with three other people, on different dates and under different circumstances, as a result of confrontations with "police or security agents," attributing "criminal, subversive, or sabotage activities" to said individuals.
Nothing was officially stated regarding the causes of Dr. García's death.
This Commission, based on eyewitness testimonies it received, has reached the conviction that both were executed by Ejército personnel, without any confrontation having taken place in which they were involved; therefore, they are victims of human rights violations that implicate the responsibility of the State.
