Case summary
Jorge Manuel Toro Toro was a 30-year-old newspaper vendor with no political affiliation who was a victim of human rights violations on September 16, 1973, in Santiago. His death occurred within the framework of the so-called Curacaví Case, which took place a few days after the beginning of the military dictatorship.

On September 16, 1973, five people were executed at Cuesta Barriga, near Curacaví:
Segundo Nicolás GARATE TORRES, 28 years old, retired military;
Jorge Gustavo GOMEZ RETAMALES, 28 years old, radio technician;
Justo Joaquín MENDOZA SANTIBAÑEZ, 23 years old, laborer, militant of the Partido Comunista;
Gastón Raimundo MANZO SANTIBAÑEZ, 34 years old, road construction worker, community leader, communist militant;
Jorge Manuel TORO TORO, 30 years old, newspaper vendor.
All of them, along with two other people, were detained by Carabineros personnel in Curacaví in the days following September 11 and taken to the local police station (Tenencia). From that police unit, they were transported to Cuesta Barriga on the night of September 16, 1973.
There, they were forced to exit the vehicle that was transporting them and walk toward an abandoned shed, where they were forced to stand with their backs to the wall while their faces were illuminated with flashlights. The person in charge of the patrol gave the order, and they proceeded to execute them, killing them immediately. The other two people were wounded but managed to escape.
Subsequently, the lifeless bodies of four of the victims appeared in the morgue, with "Cuesta Barriga" indicated as the place of origin. Regarding Nicolás Gárate, his death has not been certified.
One of the survivors, Juan Guillermo Barrera Barrera, appeared with his family in March 1974 at the Ministry of Defense in Santiago, reporting the events and his personal situation. There, he was told that there were no warrants against him, but that nonetheless, it was necessary for him to report on March 14 to the Curacaví Tenencia.
He traveled with family members to that town, and on the night of the 13th, a group of carabineros arrived at his home and detained him; from that date until now, there has been no news of his whereabouts or fate.
The Commission has reached the conviction that Nicolás Gárate Torres, Jorge Gómez Retamales, Justo Joaquín Mendoza Santibañez, Raimundo Manzo Santibañez, and Jorge Toro Toro were executed, outside of any legal process, by State agents who violated their human rights.
