Case summary
Jorge Humberto Nuñez Canelo, a 27-year-old street vendor with no political affiliation, was detained by Carabineros on September 30, 1973. On September 30, 1973, they were executed after being detained by Carabineros at the home of one of them:
Carlos Emilio DONOSO AVILA, 30 years old, street vendor;
Jorge Humberto NUÑEZ CANELO, 27 years old, street vendor;
Romelio Antonio VASQUEZ GUAJARDO, 33 years old, merchant.
The victims were arrested along with another person who was subsequently released, and were taken to the 12th Precinct of the Carabineros, remaining at that location throughout the day. Their families were informed that they were going to be transferred to the Estadio Nacional.
However, based on the statements of witnesses who were detained with them, it was verified that they remained at the precinct all day.
On October 1, 1973, the bodies of Vásquez and Núñez were found with bullet wounds on the side of the Cementerio Metropolitano. The body of Donoso was found with multiple gunshot wounds at the Rotonda Departamental.
According to credible testimonies, Carabineros officers transported these three individuals on the night of September 30, 1973, to the side of the Cementerio Metropolitano, where there was a settlement nearby.
There, Vásquez and Núñez were executed at approximately 9:30 PM, with shots fired at close range and from behind. At that same location, they released the fourth detainee and took Carlos Donoso with them, who must surely have been executed later, given that his body appeared in a different location than the other two.
Based on the described evidence, especially the verified arrest of the three victims and their executions by witnesses, combined with the records in their death certificates, the Commission reached the conviction that they were executed outside of any legal process by state agents, in violation of their basic human rights.
