Around midnight on the 12th, he was killed by a gunshot wound to the head while on a public street in the La Bandera neighborhood (Santiago).
Consistent and credible accounts indicate that uniformed personnel fired upon the victim when he did not obey an order to halt. In light of the evidence presented, this Commission is convinced that Jorge Franco Fuentes was killed by State agents, who, through the excessive use of force, violated his right to life.
