Jorge Arturo Toy Vergara died that day at 5:00 hours, on a public thoroughfare, from acute anemia and cerebral hemorrhage, caused by "homicide by multiple gunshot impacts, penetrating thoracic, cranial, and abdominal wounds" (sic), as recorded in the Medical Death Certificate signed by a forensic physician.

According to the statement of one of Jorge Toy's sisters, officials from the Policía de Investigaciones of Victoria had repeatedly visited her home in search of her brother. They claimed to be investigating the commission of several alleged crimes.

On December 24 of that year, officials from the Policía de Investigaciones of that locality went to her home again, this time to notify her of Jorge Toy's death. When she went to the local morgue to collect him, she noticed that his body had more than twenty gunshot wounds.

Considering the background information gathered by this Corporation, the Superior Council, keeping in mind the time and cause of death of Jorge Arturo Toy Vergara, reached the conviction that he was executed by State agents outside of any legal process. For this reason, it declared him a victim of human rights violations.
