Case summary

Jaime Juan Cárcamo Saldaña died that day at 1:00, on the Pan-American Highway near the city of Parral, due to severe craniocerebral trauma, as stated in the Medical Death Certificate from the Legal Medical Institute.
Jaime Cárcamo, who had been a social leader in the town of Copihue, remained detained in Parral for nearly two months after September 11, 1973.
Subsequently, under threat of death, he was ordered to leave the city. According to witness statements, he returned to Parral on several occasions, and during some of these, he was followed by local Carabineros.
On the day of his death, Jaime Cárcamo was in Parral because his spouse had given birth to a daughter. During the time he remained in the city, witnesses saw him being followed by a Carabineros vehicle while he was traveling on his bicycle, including when he was returning to his home around 20:00.
The following day, his body was found hidden behind some blackberry bushes, with several injuries to his body and his head crushed. The police report included in the judicial investigation stated that he had died from being struck by a vehicle and that the perpetrator had fled the scene; subsequently, the judicial investigation was closed without yielding any results.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council concluded that Jaime Juan Cárcamo Saldaña was a victim of human rights violations by State agents, who attempted to conceal the facts by making it appear as a traffic accident.
