Jaime Irineo Mondaca Zelada died that day at 2:45 hours, in the Plaza 23 de Marzo in Calama, due to acute anemia caused by penetrating projectile wounds to the heart and lungs, as stated in the Medical Death Certificate signed by a forensic physician.

According to judicial records and statements provided by family members, on that day, at approximately 2:30 hours, Jaime Mondaca was on the steps of the aforementioned plaza, drinking in the company of his brother and a friend. As a Carabineros van arrived at the scene, the young men fled. The police officers fired their weapons, striking Jaime Zelada, who sustained six gunshot wounds.

The proceedings initiated in the First Military Prosecutor's Office of Calama to investigate his death were definitively dismissed regarding the crime of unnecessary violence resulting in death.

The Superior Council, considering that the police officers used their firearms without taking into account their power and without anticipating the consequences that the shots could cause, reached the conviction that Jaime Irineo Mondaca Zelada was a victim of human rights violations by State agents who made irrational use of force.
