On October 25, 1975, Jaime Ignacio OSSA GALDAMEZ, a teacher and militant of the MIR, was killed. He had been detained in Santiago on the 20th of the same month by DINA agents at his parents' home.
The detainee was taken to Villa Grimaldi, where he was seen by witnesses. According to accounts collected, he was tortured there, and agents were heard saying, in a state of nervousness, that the detainee had died of a heart attack after having been given water.
The victim's parents had been informed at the SENDET that he was being held at Cuatro Alamos, but his presence there was denied. Upon insisting at the SENDET, they denied the detention once again.
On December 10, the body was found at the Legal Medical Institute by officials from the Comité Pro-Paz who were conducting inquiries regarding another victim. In that institution, there is a record that the body was admitted on October 25 by "the Government Security Service." The cause of death was abdominal-vertebral trauma.
In the proceedings followed for the illegal arrest, the Undersecretary of the Interior at the time responded by stating that the detainee had been taken out of his place of detention and that, in a suicidal act, he had thrown himself under the wheels of a vehicle, as a result of which his death had occurred.
The response included a document signed by the Chief of the DINA authorizing the victim's departure from the detention center.
The official version absolutely contradicts the evidence gathered by this Commission, which indicates that his death occurred inside the DINA barracks and as a consequence of the mistreatment the victim suffered there.
The Commission is convinced that Jaime Ignacio Ossa died as a result of torture at the hands of State agents, who thereby violated his human rights.
