Case summary
Jaime Dionesimo Parra Aguayo, a 26-year-old Corporal 2nd Class of the Carabineros, was murdered on July 21, 1989, in the commune of Independencia while performing surveillance duties. He was attacked by surprise by an armed commando, presumably from the Movimiento Juvenil Lautaro, who shot him repeatedly and finished him off on the ground in order to steal his equipment.

On July 21, 1989, two carabineros from the 6th Precinct of Santiago were killed. The officers were:
Jaime Dionésimo PARRA AGUAYO, 26 years old, 2nd Corporal; and
Ramón Adolfo SALAS SANHUEZA, 22 years old, Carabinero.
On the morning of the aforementioned day, 2nd Corporal Parra and Carabinero Salas were performing surveillance duties between two banks. Under these circumstances, an armed commando exited a vehicle and proceeded to fire automatic weapons at the carabineros.
They fell wounded. One of the members of the commando approached the uniformed officers and executed them on the ground, subsequently taking their service weapons, portable radios, and caps. 2nd Corporal Parra received seven bullet impacts, according to the autopsy report. Carabinero Salas received six impacts. Both died while being transported to a hospital.
Carabineros stated that the perpetrators belonged to the Lautaro Rebel and Popular Forces. The press attributed the act to the Lautaro Youth Movement.
The Commission took into consideration that:
The carabineros were fulfilling a legitimate public order control function;
The attack was a surprise and provided no real possibility of defense;
The facts indicate a political motive.
On this basis, the conviction was formed that both 2nd Corporal of Carabineros Jaime Parra and Carabinero Ramón Salas were victims of human rights violations by an armed group, presumably the Lautaro Youth Movement.
