On November 10, 1981, Juan Ramón SOTO CERDA, a student and member of the Partido Socialista, Luis Pantaleón PINCHEIRA LLANOS, an accountant and member of the MIR, and Jaime Alfonso CUEVAS CUEVAS, a laborer and member of the Partido Socialista, died in Santiago.
According to the official version, a confrontation occurred in the early hours of that day between security forces and four extremist elements; as a result of the exchange of gunfire, the vehicle in which they were traveling caught fire, leaving three of them completely charred.
According to the planimetric report from the Investigaciones police, which is contained in the judicial file, it was proven that the security personnel did not fire from the location they claimed and that the victims could not have been the cause of the impacts received by the CNI vehicle.
The Commission, considering the evidence gathered, has reached the conviction that Juan Soto, Luis Pincheira, Jaime Cuevas, and a fourth unidentified person were executed by agents of the CNI, in violation of their human rights.
