On the morning of April 28, 1980, Oscar SALAZAR JAHNSEN, a teacher, left his home and did not return at noon as he had promised. The affected individual had been subject to prior surveillance, which was why he had filed a preventive writ of habeas corpus on his own behalf.
That same day, the death of the Carabineros officer guarding the Flame of Liberty on Cerro Santa Lucía occurred. At 8:00 PM, his home was raided by CNI personnel. The following day, his family members learned through the press that the victim had died in a confrontation with security services.
The Commission has reached the conviction that Oscar Salazar is a victim of political violence.
