Museo de la Memoria y los Derechos Humanos[1]
In the early hours of October 5, 1973, José Hugo CABEZAS PEREZ, a 22-year-old agricultural worker, Segundo Enrique CABEZAS PEREZ, a 14-year-old student, and Ivan Nelson MOYA ZURITA were detained. The three were arrested at their homes in the Población El Tránsito by personnel from Investigaciones and taken to that institution's barracks.
They were seen there that same day. Police officials informed the family that they had been transferred to the Regiment. Their detention was denied at that facility and others. They have been forcibly disappeared since that date.
It is the conviction of this Commission that the disappearance of Iván Moya and the brothers Hugo and Segundo Cabezas constitutes a human rights violation for which state agents are responsible. This conviction is based on the fact that their detention was verified and that, subsequent to it, none of them made contact with their family, carried out any procedures before state agencies, or have any record of leaving the country.
