On June 23, 1979, Alberto Eugenio SALAZAR BRICEÑO and Iris Yolanda VEGA BIZAMA, a former sailor and a merchant respectively, both militants of the MIR, died in Concepción as a result of the detonation of an explosive device.

The official version states that they were attempting to plant the bomb at the premises where Radio Nacional operated when it detonated. As a consequence of this attack, the detention of ten people was communicated to the public, whom the CNI accused of being part of the group that planned the operation.

The official version is contradicted by the findings of the judicial process initiated as a result of these events. In that process, on June 11, 1980, all those involved were acquitted as no crime could be proven against them.

Meanwhile, the investigation into the deaths allowed for the judicial conclusion that they bore the characteristics of homicide, although there was no evidence to blame specific individuals.

In view of these conclusions, the Commission has reached the conviction that Alberto Salazar and Iris Vega were executed in violation of their human rights and, considering their militancy and the falsehood of the statements in the official communiqué, attributes their deaths to State agents.
