On January 31, 1975, Hugo Enrique ALFARO CASTRO died. He was a blind teacher who was vacationing in Tocopilla, his spouse's hometown. He was a member of the Partido Socialista. On January 27 of that year, his house was surrounded by carabineros, and he was detained along with other individuals.
They were accused of holding a clandestine meeting to conspire against the Government. They were listening to a cassette tape opposing it.
It was officially reported that the victim had hanged himself inside one of the police station cells. This version must be dismissed, given that prisoners in police stations are routinely stripped of any items that would allow for suicide, making it extremely difficult for them to do so, even more so in this case given the victim's blindness.
This is further supported by the statements of a witness who indicated having seen, while he was detained, two individuals dragging the victim. He heard one of them ask what they should do now; the other, who was allegedly a doctor, replied that they just had to "change the diagnosis." Furthermore, a doctor at the hospital where he was sent after his death confided to the family that he showed clear signs of torture, which included the application of electricity.
For all these reasons, the Commission has reached the conviction that the victim died as a result of the torture inflicted by Carabineros agents.
