Case summary
Hugo Riveros Gómez, a 29-year-old painter, was kidnapped from his home and executed in July 1981 by agents of the dictatorship. His murder was a reprisal for having drawn from memory the faces of CNI agents and the barracks where he had been detained, drawings that were intercepted by the same agency.

On July 8, 1981, Hugo RIVEROS GOMEZ, a painter and member of the support apparatus for the MIR urban structure, primarily focused on communication tasks, was found dead.
In November 1980, he had been detained by the CNI and prosecuted by the Military Prosecutor's Office, having managed to obtain release on bail in March 1981. While he was detained at the Cuartel de Borgoño, he managed to see the main details of that facility, as well as some of his captors, from the side of his blindfold.
Once outside the facility, he was able to reconstruct the images he had captured in his drawings. Hugo Riveros's drawings, including the faces of more than a dozen CNI agents, were sent abroad, but one of the packages dispatched was intercepted by the CNI.
On July 8, 1981, at 2:30 p.m., Hugo Riveros was taken from his home blindfolded by four young armed individuals, who forced him into a dark blue car. His body was found the night of the following day, stabbed, on a road near the Los Maitenes hydroelectric plant in the Cajón del Maipo.
A commando unit calling itself Gamma claimed responsibility for the death of Hugo Riveros and Oscar Polanco (whose case is mentioned below), indicating that they had acted in retaliation for the death of a CNI agent, which had occurred days earlier in San Miguel.
The Commission, considering the evidence gathered, has reached the conviction that Hugo Riveros was kidnapped and subsequently executed, presumably by CNI agents or other state agents, his death being a violation of human rights.
That same night, finishing his work at the San Juan workshop in the commune of Pudahuel, Oscar POLANCO VALENZUELA, a militant of the PS, headed to a meeting with three friends. He left the office and walked toward Mapocho. A short distance away, at the corner of Molina Levín and Mapocho streets, he met a friend with whom he began a brief conversation.
A white car approached them slowly. Three men were traveling inside. A short distance away, in another vehicle, two men and a woman were traveling. One of them called him; Polanco approached the vehicle and at that instant received a burst of gunfire from a submachine gun brandished by one of the passengers. Polanco fell mortally wounded while the attackers' vehicles sped away.
A commando unit calling itself Gamma claimed responsibility for his death, as well as that of Hugo Riveros (whose case was mentioned above), indicating that they had acted in retaliation for the death of a CNI agent, which had occurred days earlier in San Miguel.
The Commission, considering the evidence gathered, has reached the conviction that Oscar Polanco was executed on a public street by unidentified perpetrators, presumably CNI agents or other state agents or civilians in the service of the State.
