On November 22, 1984, Hugo Alberto FAUNDEZ HULIN, 29 years old, a Corporal 1st Class of the Chilean Navy, died.
That day, near midnight, while performing guard duties at high-voltage towers in the Puente Perales sector of the city of Talcahuano, he was fired upon by unknown individuals, which caused his death moments later while he was being treated at the Naval Hospital.
At the scene of the incident, an automatic FAL rifle was found, presumably used by the assailant, who had allegedly abandoned it after being wounded following the return fire from other uniformed personnel guarding the site.
The cause of death, according to the autopsy report, was a "contused wound to the heart due to a fracture of the sternum, caused by two gunshot wounds."
Given that it has been established that the attack occurred while the non-commissioned officer was performing institutional duties, the Commission has formed the conviction that Navy Corporal 1st Class Hugo Faúndez was killed as a victim of human rights violations, and it can be reasonably presumed that the perpetrators' motivations were political.
