Hernán CEA FIGUEROA, 38 years old, textile worker, member of the Communist Party.

The victim was arrested on September 11 at his workplace, Textil PROGRESO. From there, along with other arrested workers, he was taken to the Estadio Chile. On September 15, following an altercation with a uniformed officer who was guarding him, he was executed by Carabineros personnel within the same facility. His body was found by his family one month later at the Cementerio General.

The Commission reached the conviction that Hernán Cea was executed outside of any legal framework by state agents, which constitutes a violation of his fundamental rights. This conviction is based on the fact that the act of executing him was based on an altercation between the detainee and one of his guards, that there was no attack by the former against the latter, and that, whatever the detainee's actions may have been, there is no justification for him to have been put to death outside of any law.
