On November 8, 1973, Héctor Fernando VELASQUEZ MOLINA, 37 years old, a primary school teacher and member of the Partido Radical, died in the Tomé Prison.

He was arrested at his workplace by the Investigaciones police, by order of the Naval Prosecutor's Office of Talcahuano on November 6, 1973, and taken to the Tomé Prison. Multiple, credible, and consistent testimonies indicate that he was subjected to torture by Armada personnel at this facility.

The death certificate lists the cause of death as: "Shock, acute pancreatitis, hemorrhage."

The Commission has formed the conviction that the death of Héctor Velásquez due to mistreatment constitutes a human rights violation for which State agents are responsible. This is based on the fact that he was at the disposal of the naval judicial authority and held in a prison facility at the time he received the injuries that caused his death, as well as the credible testimonies of witnesses to the events.
