On May 5, 1975, Guillermo Hernán HERRERA MANRIQUEZ passed away. He was a Social Sciences student at the Faculty of Education of the Universidad de Chile, taught classes at the Liceo N° 28 in Maipú, and was a militant of the PS. He was detained on Saturday, March 3 of that year, in the vicinity of the Estación Central by DINA personnel.
Upon informing the detainees—with the sole intention of avoiding being taken to a secret facility—that he had to make an important telephone contact at his home with a leader of his party, he was taken by the agents to his own home.
When he arrived, it was clearly evident that he had been tortured: he was pale and was clutching his stomach with his hands. One of the agents identified himself to his relatives with a DINA identification card (TIFA).
He told the father that he should cooperate to alleviate his son's situation, as they had to wait to receive the phone call, since the DINA's intention was to catch the "big fish" and not the "worms" like his son.
The father expressed his intention to cooperate. The same person told him that they had had to "soften up" his son a little so that he would talk.
From that moment on, the entire family was deprived of their liberty in their own home and kept under permanent guard. The victim was left in a room, handcuffed to the bed. The inhabitants could not leave the house; to go buy bread, they had to be accompanied by an agent. They even had to serve meals to the guards, one of whom was a woman.
This situation continued until Monday, when the father noticed the worsening condition of his son, who began to vomit large amounts of blood. The father demanded that he be given medical attention. Upon seeing the gravity of the situation, the agents dressed him, wrapped his head in a blanket, and took him away in a car without providing further explanations.
In the afternoon, the victim's father's boss, an Army officer—as the father was a civilian employee of that institution—went to the family home and informed him of his son's death.
Officially, it was stated that the death was due to suicide.
The Commission has reached the conviction that this is false and that the victim died as a result of the torture received at the hands of DINA agents, in violation of his human rights.
