On December 20, 1988, Guillermo Eugenio RODRIGUEZ SOLIS, a street vendor, passed away. According to the statement released by the CNI, he died that day at 11:30 p.m. in a confrontation with CNI personnel on Avenida Manuel Rodríguez, in front of No. 369 in Santiago.
Witness statements, however, indicate that no such confrontation took place; rather, the victim was detained, beaten, and shot by armed civilians. Furthermore, the autopsy report indicates that the victim showed no traces of gunpowder residue on his fingertips, which indicates that he could not have used any firearm.
Considering the evidence gathered and the witness statements, the Commission has reached the conviction that Guillermo Rodríguez was executed by CNI personnel, his death being a human rights violation for which state agents are responsible.
