Guido Froilán Quintanilla Palominos died that day at 7:30 hours, in Rancagua, due to a left subdural hematoma and left hemothorax, as certified by his Death Certificate.
According to witness statements, Guido Quintanilla was detained on July 14, 1980, at approximately 19:15 hours, in the plaza of Quinta de Tilcoco, for an alleged state of public intoxication. Uniformed officers took him to the police unit in the aforementioned town, where he was placed in a holding cell.
In said facility, he was beaten and mistreated, as a result of which he was left in serious condition, passing away two days later at the Hospital de Rancagua.
The Autopsy Protocol stated that "given the characteristics and distribution of the injuries, especially the contusion in the occipital region and the absence of other externally visible injuries, it would seem to correspond more to the actions of third parties than to a suicide or accident."
The report issued by the Investigations Police (Policía de Investigaciones) indicates that force was necessarily used against the detainee.
Considering the evidence gathered by this Corporation, the Superior Council reached the conviction that the death of Guido Froilán Quintanilla Palominos was caused by the beatings and torture to which he was subjected by State agents during his detention. For this reason, he was declared a victim of human rights violations.
