Case summary
Fernando Hernandez Veliz, a 30-year-old merchant with no political affiliation, died on October 12, 1973, in Santiago after being struck by gunfire on a public street. All of these individuals died between September 11 and the month of December 1973, on public thoroughfares, due to gunshot wounds, as recorded in the respective Medical Death Certificates from the Legal Medical Institute.
Their cases were presented to the Corporation by the Chilean Commission of Human Rights, without further background information other than what was noted. The investigations carried out by this Corporation were also unable to gather further information regarding these victims.
Although it was not possible to establish the precise circumstances under which these deaths occurred in the respective investigations, the Superior Council considered the existence of common factors among them regarding the time period, hour, location, and, in particular, the similar cause of death.
Likewise, it noted that there is an evident analogy with other situations in which the same circumstantial elements are present, which, being better documented, were the subject of individual accounts in this Report.
By virtue of this, it reached the conviction that all these cases were closely linked to the situation of political violence that existed in the country at the time, and especially in the city of Santiago. Consequently, it declared the aforementioned individuals to be victims of political violence.
