On September 20, 1973, the lifeless bodies of Felipe Porfirio CAMPOS CARRILLO, 23 years old, a Kinesiology student, and Freddy Jinmy TORRES VILLALBA, 19 years old, an Engineering student—both of Ecuadorian nationality—were found on the southern bank of the Bío Bío River.

The bodies showed multiple gunshot wounds. The local press headlined: "Two extremists riddled with bullets found." A national newspaper, for its part, noted on September 28, 1973, that both young men were not "extremists, but lived with elements who were, and that they had been victims of a political vendetta."

Through credible testimony, this Commission has been able to verify that both students were held at the Fourth Precinct of the Carabineros in Concepción.

Thus, this Commission is convinced that Felipe Campos and Freddy Torres were victims of political execution by State agents, who violated their right to life. This conviction is based on the certain fact of their deaths by multiple gunshot wounds; on the verified evidence of their detention in the hands of the Carabineros; and on the use of similar procedures nationwide against foreign citizens residing in the country, as well as the existence of several events of the same nature in this area.
