Case File 113.075: Case regarding illegitimate coercion against students from Temuco

42.- In his statement, Güido Alberto Poli Garaycochea at page 629, a lawyer, stated that he had provided services to the Central Nacional de Informaciones (CNI) from 1977 until February 1990, in the Legal Advisory Department.

This Department reported to the Director, who in 1986 was General Gordon . The mission of this department consisted of responding to official letters from the Courts, as well as reviewing decree laws and processing cases in Local Police Courts regarding traffic accidents.

It also provided assistance to Army personnel and fulfilled any other requirements of the Director. The head of this Department was Víctor Gálvez , and it also included Miguel Ángel Parra Vásquez , Marcelo Elissalde Martel , Maximiliano Cortés , Miguel Ángel Poblete , Jorge Erpel Inzunza , among others.

There were also legal clerks, among whom he remembers Gonzalo Ovalle Maturana. Regarding the event that is the subject of this investigation, he indicated that he does not remember anything about the guerrilla school detected in Lautaro, nor does he remember having sent Gonzalo Ovalle to Temuco to advise the CNI personnel in that city.

However, it is possible that this occurred. This request for legal support in the regions was something infrequent, which was always authorized by the Director or the Deputy Director of the CNI directly to the Head of the Department, all at the request of the Head of the regional offices, who at that time was Colonel Leddy .

The mission of the lawyer who went to the regions to provide legal support consisted of drafting official letters in an orderly manner for the prompt delivery of the detainees to the competent court.
