On July 2 and July 3, 1986, on the occasion of the National Strike, eight people died:
Ernesto Igor RIOS CESPEDES, 18 years old, a student of Technical Drawing at the Universidad Católica, was on the public thoroughfare in the La Legua neighborhood (Santiago) on the morning of July 3, when he was struck by a bullet that passed through his head.
He died due to "craniocerebral trauma caused by a bullet, with projectile exit." Witnesses stated that the shots were fired at a group of people by military personnel.
It is not possible to determine the other circumstances of the event with precision, but the manner of death by bullet, witness statements, and the general context of military patrolling allow for the conviction that Ernesto Igor Ríos was a victim of a violation of his right to life committed by State agents who made excessive use of force.
