On September 13, 1973, Enrique Ernesto MORALES MELZER, 21 years old, a driver for the National Institute of Agricultural Development (INDAP) and a militant of the Partido Socialista, died.
On that day, the victim left his home in the José María Caro neighborhood with the intention of delivering the official vehicle he was driving. Along the way, the car was fired upon by a patrol from the Fuerza Aérea and the Carabineros.
The victim apparently received a fatal shot. His family members were notified of his death by the Barros Luco Hospital, and a few hours later, they were handed the victim's body in a sealed coffin.
This Commission has reached the conviction that the death of Ernesto Morales was caused by the indiscriminate use of force by State agents, which constitutes a violation of human rights.
